What Lagos landowners need to understand.
1️⃣ Change to a More Accurate Mapping System
In 2019, the Office of the Surveyor-General in Lagos State upgraded its base map and coordinate framework (popularly linked to Vector 4).
This introduced:
✔ stronger geodetic controls
✔ unified coordinate reference
✔ improved spatial accuracy
Old surveys that previously passed validation began to show inconsistencies.

2️⃣ Exposure of Old Mapping Distortions
Before 2019:
• Multiple coordinate systems existed
• Some surveys used weak control points
• Manual plotting errors were common
When plotted under the new system, distortions became visible.
The land didn’t move —
👉 the accuracy improved.

3️⃣ Detection of Overlaps and Boundary Conflicts
The upgraded system made it easier to detect:
• boundary overlaps
• beacon conflicts
• parcel duplication
• layout inconsistencies
Surveys that once appeared correct were flagged during digital validation.

4️⃣ Increased ROW & Acquisition Visibility
With improved spatial overlays, many lands suddenly appeared to:
• encroach on Right of Way
• fall inside acquisition
• conflict with government schemes
This triggered queries during charting or revalidation.

5️⃣ Digital Charting & Automation
Post-2019 verification became more GIS-driven.
Automation reduced human discretion and:
✔ flagged inconsistencies faster
✔ eliminated manual adjustments
✔ improved integrity of land records
So more surveys failed validation.

6️⃣ Poor Coordinate Transformation
Many pre-2019 surveys were not properly transformed into the new reference system.
This caused:
• coordinate shifts
• boundary misalignment
• inaccurate plotting
And resulted in queries.

The Reality
When mapping accuracy increases:
👉 Old errors become visible
👉 Overlaps get exposed
👉 Queries rise
That’s exactly what happened after 2019.

What Landowners Should Do
If your survey was prepared before 2019:
✔ Confirm alignment with current mapping system
✔ Replot under updated controls
✔ Check acquisition & ROW overlays
✔ Avoid assuming old approval guarantees accuracy

Simple Takeaway
Post-2019 queries were not always fraud.
Many were the result of improved spatial accuracy and digital validation.
